Either way I don't feel comfortable recommending this game to a new player or even saying with honesty that this is more fun. I know earlier I said it depends, but really the safe bet is 5, and 4 if you're already pretty good at CIV. I mean your people have been millitary GODS for five thousand years but now because somebody thought of science they become wimps? No. and honestly having to give up (just for example) a millitary card for science because you're falling behind to me is just ubsurd. When you get a policy you have the benifits of it FOREVER. Not only that, but V doesn't have the stupid government system this game does. With all the DLCs, thats totally subjective, but.
